Job Purpose:

This role will be part of the Establishment’s Senior Management Team (SMT), contributing to the establishment’s strategic direction and decision making. The Finance Manager is responsible for budget management and reporting that provides the necessary information and support, to ensure compliance with legislative and policy requirements.

With line management responsibilities across other areas of non-operational Business, the role holder will ensure that all staff within their remit are trained to meet the ever-changing demands and challenges of this busy prison. Specifically, management of the local finance, procurement and stores and business improvement, ensuring they operate within a strong internal controlled environment, utilising the full benefit of the establishment and the organisation, financial and other related systems whilst protecting the reliability and integrity of the information processed and providing robust assurance on audit and compliance matters. 

The post holder should be committed to the continuous improvement of the systems, processes and procedures to maximise efficiency and effectiveness and generate value for money.

Responsibilities:

Lead the financial management and reporting at establishment level, including month end and year end processes including accruals, prepayments and reconciliations. Submission of the establishment year-end pack for inclusion in the Annual Report and Accounts.

Lead the management of the establishment’s annual budget including budget planning, devolvement and budget projections that provide an accurate statement of the budget outturns. 

Advise the Governor and SMT on all aspects of locally controlled budgets and on all policy and strategic matters relating to Finance and Business matters within remit. Attend regular meetings with the SMT/budget holders to ensure accurate reporting of forecast spend making recommendations where appropriate.

Responsible for all financial systems, processes and procurement activities, ensuring compliance to policy and legislative requirements through appropriate assurance mechanisms.

Deploy, motivate and ensure that all staff within the Finance and Administration

department are competent to undertake their duties and to provide appropriate line management support and training through effective application of relevant HR policies.

Provide a flexible and proactive Finance & Administration service commensurate with the needs of the establishment and the wider SPS.

HNC in Accounting or an AAT qualification at Level 8 (Scotland) /Level 4 (UK)

Proficient in the planning and profiling of annual budgets, budget monitoring, forecasting and reporting throughout the year for pay, income, expenditure and capital funding, in support of local and national delivery plans.

Experience of leading and managing individuals, fostering positive relationships and working with teams to achieve successful outcomes.

Advanced Excel skills coupled with significant experience of working with financial management systems, including management of stock control, accounts payable and receivable ledgers assuring accurate representation of local payables and receivables balances.

Experience in analysing, interrogating and interpreting financial data that will provide management information and support decision-making.
